I have posted something similar to this in the past, but within the framework of moving our whole tax system in the direction of the Fair Tax model, which I still believe would be best for our nation, but for those who want to keep things basically as they are; these are my health care system overhaul suggestions: (1.) Carve out the amount from the tax code that families and individuals pay that currently goes to medicare and the affordable healthcare act. (2.) Create a national sales tax(lets say 4 to 5% just for kicks) on every thing that is purchased - a tax that everyone pays. 1/2 to 3/4% could be used for additional elder care and R&D. (3.) The money is then divided equally and returned in voucher form to every legal American citizen, to shop for and purchase health care that is appropriate for them, with parents or legal guardians making purchase decisions for minors. (4.) They would be given the opportunity to purchase their traditional, HMO, PPO, or HSA. The insurance companies would compete and everybody wins. (5.) Short termers would likely choose from the more traditional offerings, while the young could focus on the HSA which could build up over time to eventually provide for their late in life medical expenses. This keeps everything in the hands of the people instead of the government, and in the free market where competition can keep prices down. This also relieves many major corporations of some of their legacy costs that are troublesome and hurt competiveness. Small businesses will be relieved of the burden of providing health care for employees, making way for more jobs. Another benefit is that this course of action cures the Medicare, and VA crisis.
