I have some sad news to report and would like it shared far and wide with the rescue community in hopes of cutting off the dog/puppy supply to this woman, so called rescue. Her name is Jillian Barnes (Sousa) who resides at 19 Charles Street in Taunton, MA, she also uses her mothers home at 61 Shore street in Taunton. She has a FB page: Jillian Northern Paws This is the facts as I have put together: She does not have a 501, she does not have any certification she can provide to rescue dogs. She does not have a kennel license for the state of MA to board over 4 dogs in a private residence. As in PA, Mass has a 14 day mandatory quarantine period for dogs crossing state lines. She does not have an approved MA quarantine facility to house these dogs which is required. ********* MA Laws Regarding Out of State Dog Transport Massachusetts Massachusetts flagIn 2005, Massachusetts issued an emergency order in response to dogs being brought into the state for sale or adoption (including "satos" from Puerto Rico) without proper medical care or quarantine. Dogs cannot be imported into Massachusetts unless they are going directly to an approved quarantine facilty. After 48 hrs in quarantine, the dogs must be examined by a vet before being released to foster homes. This Order does NOT apply to individuals bringing in their own pets from other states, or to individuals who are permanently adopting animals from out of state shelters. This Order DOES apply to animals being brought into the state to be fostered. Shelters who take in animals from known sources, where the animal(s) are coming from a residential setting (personally surrendered owned animals, as opposed to foster, feral or stray animals), from states contiguous to Massachusetts, may waive the 48 hour isolation period provided a thorough medical examination has been done. Isolation Facilities Settings Isolation means just that – animals must be kept separated from other animals and people (other than those caring for them). Simply sending an animal to someone’s home does not achieve isolation. The nature of activities in a household setting is contrary to the basic premise of isolation. However DAR will consider approving isolation facilities built in residences (basements, garages, barns, etc) separate from the living quarters. Emergency Order 1-AHO-05 Shelter and Rescue Facilities Version - May 27, 2005 Emergency Order AH – consists of 4 main requirements: 1. Registration of Facilities that deal with animals. 2. Isolation of Animals for 48 hours upon entering the Commonwealth 3. Record-keeping that accurately and clearly indicates the health history of the animal and where it has been housed, transported and otherwise kept or where animal care is otherwise undertaken. 4. Veterinary Examination prior to sale, adoption, fostering, etc. She is sweet talking other rescues to use their 501 to send her dogs. I have spoken to a few other shelters who have also sent her dogs and are refusing to send more since she has not paid the transports. I first met her thru other rescues who had heard of her and had sent her dogs. She said she worked with a lot of rescues and had a nice home and fosters and provided all the vetting and did home checks etc....sounded great...but wait......people can be deceiving liars...Dogs were scheduled to be transported to her with the guidelines explained and also the mandatory quarantine period and vetting for every dog. She agreed with the instructions for vetting and the quarantine period, She was given the necessary information by phone and was discussed at length during various phone calls the need for proper vetting, documentation of vetting and time of quarantine before they could be adopted out. She seemed knowledgeable and stated she worked with lots of rescues and took many, many dogs into her home and had lots of foster homes and assured me she would keep in contact and provide them with vetting as soon as they arrived. First litter of 2 black lab pups and my little white dog named Agassi who had been in my loving home for a long time, we found him and raised him and paid for his full vetting except neutering. He arrived on 7/6. She stated per MA law, that they would have to be quarantined for 14 days and would be sending Agassi to her vets office for his 2 week period. I assumed the litter of 2 labs would also be going since they had no quarantine period at the sending shelter and had just come in. She told me what I wanted to hear, they would go to foster homes, then they would be quarantined at her home, then the vets etc..I asked questions and got different answers, wanted to see pictures of Agassi and I did get a few unhappy pictures posted to me. She was asked to take pictures of the dogs when they arrived and had been told her to take their adoption pics. I asked if she wasn’t taking any pictures and posting them for adoption, how is she adopting them out and they being seen? Oh, she said they all have adopters waiting. She evidently has a long list of adopters who are preapproved. She admits to letting them go for 250.00 adoption fee but could not give me dates of vetting, where they all were, no vet info so I could call.She was also told her she needed to pay the shelter the fees for all their vetting, HC and Rabies which she said she had to go to the bank and would be sending that along with the neuter certificate for Agassi who was going to be neutered while he was at the vets during his quarantine period. Where were all the other dogs being kept? She was also receiving dogs from other shelters under other 501 rescues who were pulling and sending dogs to her as well. I kept in contact with her and her story always changed. She has a lot of children and state she has a feeble mother who she also cares for and one son has been arrested and she admits to being in court all day with him . ( we do have a copy of his police report) and he resides with her. Evidently, she met the transport on a road to pick up these dogs. I never saw any pics of Agassi or the two black lab pups nor heard about them again...only one was at the vets and the others in a wonderful foster home. I was told that she was fostering some of them at her mothers home as well. On 7/16 she was sent another litter of 4 pups, 8 weeks old and a litter of 4 golden pups who had documented Demodex Mange. She was instructed to quarantine them and get them to the vets for worming and medication for the mange. She said she would. She was told about the worms and specifically WHIPWORMS which she did not know of!!!!!! I told her right away to get all the dogs to the vets for Drontal or Panacur....they only get wormed for roundworms and hookworms at the shelter....she said she would. What I didn’t know and found out later was the volunteer transporter told her she would need to meet at her home to deliver the dogs...it was an apartment building, seedy looking area, run down ( Jillian admits to living in an apartment building) and smelled of pot ( she also said there was a man there who had a medical condition who smokes it)...the transporter heard the men saying they would take a dog to foster.....(Jillian later said they were joking). The transport gal said it was one of the worst places she had seen. Had this transporter knew of the condition of the home, she would not have dropped these dogs off there. If only she had called one of the shelter/rescue gals first. I called the next day and instructed her to get all the pups to the vet, treat for worms and mange. She said she would. Now these babies arrived on 7/16 and on 7/19 she posted them on her FB page for adoption....WITH MANGE!!!!!!!!!!!!! On 7/23 she posted 2 pics of two of the golden pups with adopters!! THEY HAD MANGE and NO 14 DAY QUARANTINE PERIOD!! Any dog with mange has a compromised immune system and needs a period of treatment . On 7/22 she said she noticed blood in one of the pups stool and took a stool sample to the vets..( the dog did not go to the vets) ..on 7/23 she was called and asked if she heard from the vets, she said no..she was told to call , that it could be parvo, she said she was thinking coxciddia but did not have the albon to treat them . She was asked why she didn’t call right away the same day she dropped off the stool sample to find out what it was, she said she had been busy and she would find out tomorrow..., Now the parvo test is fast and they would have had results in 15 minutes......on 7/24 she said she came home and found one of the pups DEAD....She said it was fine in the morning when she left and was only gone a few hours.....She was told to call the adopters, call the vets!!! Find out what the stool sample results were!! Get the pups back from the adopters as it was too soon to adopt them out!! She went against all rescue policies and all the instructions that were relayed to her!! When she did call the gal working with her back, she said the sample showed Coxciddia and WHIPWORMS......the dog died of whipworms!! That means the others in the litter have it and they were already in adoption homes!! She was told about the whipworms and she was clueless....she said they got some liquid wormer at the vets when they arrived but could not tell me what they had....she did not know what medications were for what worms, that whipworms kill and live in the soil and now she has the other litters of pups and her yard is contaminated!! She had no clue about any worms or the treatment for worms and medications used. She still could not tell me what medication they had gotten...story changed so many times. It goes on and on...different stories,then she said she did get them medication for the worms and had the adopters meet her at the vets ( 50 minutes away during the day?) She had more pups coming from Hardin county shelter with a familiar transport also....those got delivered to her mothers home on 7/27.....ok, the feeble mother who now was taking care of all the pups as Jillian got called away out of state to care for a family member now. So family is taking care of the new dogs coming in and still the rest of the litters from before? Kat dropped off the pups from Hardin county and her mother only gave her 1/2 of the transport fee!! There were crates in the home and the elderly mother was caring for the dogs while Jillian was away...where were the rest of the pups? Where are the 2 black labs sent on 7/6, never heard or saw them posted again...Where was the little 8 week old litter from 7/16? Hardin shelter did not receive their funds as well for the dogs they sent and refused to send her anymore since she did not pay. This was found out by a phone call to them. Agassi supposedly was still in quarantine at the vets..no pics were allowed she said...they visited him ( and the adopters) but had to wear garb, and booties no cameras were allowed in so she could not take pics....that was the vets regulations......as of 7/30, he was still there?? I called her and she said she was going to get him for an adopter....that’s how many days in quarantine at a vets? Liar!! you don’t leave a dog on 7/8 at a vets and he is still there on 7/30......He was picked up before? Probably not, he was already sold into a home!! Again she was asked for her vet information and the wrong name was given. She said she takes her dogs to Warwick, RI which is over 45 minutes away ( googled)....you don’t use a local vet? Your adopters drive to go see the dogs at the vets if they are in quarantine? Your adopters drive that far across state lines to take their dogs to the vets? Why not use a local, close by vet in your same town with the number of dogs you are taking in? I started calling her over and over, asking for Agassi back, asking for him to be returned to me and kept getting a runaround....Another litter that was going to be sent to her was re routed and put them in another rescue....she got mad...She was told you cannot take any more dogs until you treat the ones you have and you stop lying.....you have whipworms on your property now and that is deadly to pups.....she said she has them at the “other home”....oh the one with the elderly feeble mother ( she posted she was feeble), so the mother is taking care of all these dogs? As of 8/3...we have had no contact with this gal, no pics, no messages, I, Debby Nelson only wants my little boy back..I have paid for his vetting and he still belongs to me with my name on his vetting records. I will do whatever it takes....I messaged Jillian and asked for Agassi back, that we would pay and come and get him.....at this point, she has stopped all communications,......we don’t know where Agassi is....He is my dog and I did not agree to him being “sold”, all I wanted to know is where he is, maybe the adopters number to call and check on him. Is he dead or alive? We don’t know....we do know one dog dead from a preventable worm...how many more are dead? Its buried on her property as she asked what to do with the body. Please share this post...far and wide...she is a dog flipper...she is basically selling dogs for 250.00 each and they are not getting the proper medical care or the 14 day mandatory MA quarantine period. She has failed to provide the necessary vetting records for these dogs that were sent from the shelter. She has been asked repeatedly to provide her vet references and proof of vetting for all dogs that were sent to her by our facility. She must be stopped....these dogs are being adopted out without their second series of vaccinations or spay/neuter.....she gave me a bogus vet...said it was Dr Harckman in Warwick Rhode island.( Harckman Animals)..that is 45-50 minutes away and there is no doctor/vet with that name..I have called all the vets in the Taunton MA town and no one has seen her dogs or treated them.......She drives 45 minutes each way to the vets in Rhode Island? Next state over? We were unable to track her vet down of course as he does not exist,.,,,We have called and asked for his name and number...she said the number was in her phone and she would text it to us.....ok..you have a regular vet but you don’t know the number? You gave me a bogus vet.....Hartman Animal clinic in Warwick RI......that’s 50 minutes away...I googled it!! Why not use a vet in your town? We called all of them!! No vets have seen or treated her animals. They did however go over the MA regulations for transporting dogs across state lines for adoption and receiving money for those dogs. You need to be registered by the state and pay a yearly fee if you are a rescue. Again, you need to be a certified rescue. In Mass you need to have a kennel license if you own more than 4 dogs...you need to quarantine any dog coming over the state line for 14 days with documentation of vetting...she adopted out these dogs in one week with mange and whipworms!!!!!!!!! She is not licensed to have a facility for proper quarantine, she is receiving more dogs from other shelters under other 501 certificates. All I want is my Baby Agassi back, I will do whatever it takes to make sure this does not happen again to precious shelter dogs. Good rescues will provide the necessary care and vetting and would be able to provide that documentation should they be required. I believe she is getting these dogs and selling them for 250.00 each without following the MA rules and regulations as it pertains to the MA Dept. of Agriculture. Please, Please share this post..share with all rescues and shelters...get her name out so she does not kill any more dogs from neglect.....so she does not sell any more precious babies...she is a liar and a dog flipper for profit!!! Remember her name.....DO NOT LET HER TAKE YOUR SHELTER DOGS!!!!!!!!
