I just found a teenage kid with developmental disabilities, clearly confused, in my backyard. After calling 911 three fruitless times to help figure out where he was missing from, I then called the non-emergency line and waited on-hold for 15 minutes before talked to an officer that said the description matched a missing persons report. Since the kid took off before I figured out he was not a threat to me, he was long gone from my backyard by the time OPD responded. Really frustrated with the lack of resources in this city.
