I just read an article about two young Maryland men being charged criminally with less than ten grams of marijuana. The legislature and governor passed a law in April, decriminalizing less than ten grams, yet it doesnt go into effect until October. I have searched online for a reason for the six month lapse, and can not find one. Has anyone heard a reasonable justification? Its hard for me to understand how or why the state would continue to convict people for offenses that the lawmakers and governor have already concluded are not crimes.
