I mostly agree. In forming governments we surrenders some natural rights for civil rights. For instance, I give up my natural right to kill you because you irritate me in exchange for a promise by the government to punish you if you kill me because I irritate you ;-) The 9th Amendment is the most important and has never been enforced. All natural rights that we did not surrender as enumerated in the Constitution are retained by each of us. For instance, I have a natural right to invent solar-powered mobility networks without be stifled by a Federal highway monopoly that wants to sell you cars and oil.
