I received a call around 5pm today from a concern citizen about a man dragging 3 dogs near the old office of Pag-ibig along the highway. The reporter said that he video the incident and that the dogs are tied tightly and are crying. I said to please upload the video and send to AWA page. On my way home, i saw with my own eyes the man he reported with the 3 dogs hanging for dear life. I parked immediately in coffee break and went down and approach the man. The man is mentally ill. A familiar face along gen luna branch, ang naga paatras sang mag salakyan along that road. gin istorya ko sya in a nice way and told him to let go of the dogs but he refuse. Again i tried by engaging him in a conversation and ask nicely to let go of the dogs, he refuse again. I told him I have to call the police. good thing, a security guard was along the area and told him to call the police for an emergency situation. The man ( with the dogs) left and proceed to manulife area, good thing the security with a shotgun was on my side, i said again release the dog or i will call the police, He again refuse. He tied the 3 dogs on the post of manulife. A guy helped me named rex who was also a security guard of manulife offered their landline, we call the DILG EMERGENCY HOTLINE and course me through the Police station. The patrol police responded but the man left with the 3 dogs with him. I introduce myself to him as an NGO FROM ANIMAL WELFARE ASSOCIATION ILOILO AND THAT THEY SHOULD APPREHEND THE MAN IMMEDIATELY. They gave me their word and will follow up the result to me as soon as possible. let us be empowered by the law. I thank God that the patrol police understand that it is criminal offense and have an idea of the 8485 and the Ra 10631. Thank you sa office sang manulife kay they allowed me to call using their landline mam chi and mam christine. Thank you kay PO1 GIGOLE for the assurance that they will apprehend the man. We will post his picture as soon as the reporter uploads the video. Alert us if ever if you will see this man with dogs along general luna. History of the man according sa security guard, he almost killed more than 20 dogs and cooked the dog one time outside manulife.
