I recently spoke with the family of a child with multiple disabilities-no 504 after mothers request- and firm lack of compliance when the parent asked for testing for an IEP . 1 grade had been repeated and the possibility of another was occurring. In the request papers for the testing, the school teachers specifically, used language that it was the parents fault, and not some further need of educational assistance- although all need was directly representative of the multiple diagnosis and LDs. The childs self esteem was crashing- services are not put in place to help the disabled (regardless of disability and the form it comes in) scoot along on easy street= but level the playing field. North Carolina does ensure that schools are in legal compliance, it is a disgrace.
