I recieved a note from a very old friend, who was at one time the Secretary to the Prime Minister of Bangladesh seeking a comment on the ongoing elections and prospects. My reply was: Mahmud, It looks like we will have a non-Congress government. Most probably a Narendra Modi led government. But like I tell people all the time, India is a great big ship. It does not lend itself to change of direction easily. It is a slow and long process. So little will change in the policy realm, in the short and medium term. In the long run, as Lord Keynes said: we are all dead. On most issues there is an institutional consensus. Unlike in the mature democracies, here policies are usually made by the bureaucracy. Our politicians like to wield power. The bureaucracy is permanent, the politicians are transient. I suppose its the same in Bangladesh? Best wishes, Mohan
