I saw someone ranting about this on FB today, calling it a rain tax and yet more proof of liberal extremism, so you know I had to look into it. Its not a rain tax, its a water run-off tax. Water runs off of impenetrable surfaces into the sewers and eventually into Chesapeake Bay, causing all manner of environmental issues. That is water that, but for the impenetrable surfaces, would have largely been absorbed into the ground and circulated through the ecosystems around the bay naturally. So if you want a clean Chesapeake Bay and you want modern life, you have to pay for things when the two dont coincide all neat and clean. And allocating a tax based on an estimated amount of run-off water that your propertys impenetrable surfaces is causing to help pay for the mess seems imminently fair and sound to me. If you want to argue about amounts being taxed, the allocation methodology, fine. But dont slip the bit, call it a rain tax, and act like it has no basis in common sense.
