I suspect that the DHS uses their mission statement, "to secure the nation from the many threats we face... keeping America safe," as means to violate the constitution in order to protect themselves, not necessarily citizens. As we saw earlier, the DHS issued an open purchase order for over 1 billion dollars worth of ammo, a large amount being hollow-point bullets (Commercial leaded training ammo (CLTA) Pistol .40 caliber 165 grain, jacketed hollow point), which cannot be used internationally in war, as it would be a violation of the Geneva Convention to use such bullets on the battle field. This disturbed many Americans. As Pat Robertson said, "Who are they going to shoot, us?" 1.6 billion rounds would be enough to sustain a hot war for at least 20 years in America. The DHS ignored members of congress who inquired into why this federal agency was "engaged in an apparent arms build up." The DHS was put under investigation for massive ammo buys. They used excuses for buying such kind of ammo for "training purposes" and "to keep costs down." These kinds of bullets are not used in training, first of all. Second of all, hollow-point bullets are nearly twice as expensive as full metal jackets. They are also considerably more damaging than full metal jackets - one bullet would do the job. The House voted to stop the Department of Homeland Security from entering into new contracts to buy millions of rounds of ammunition until the Department of Homeland Security reports to Congress on the need for the ammo, and its cost.
