I suspect the engrams are actually fully level dependant, since Ive gotten level 29 a few days ago Ive found quite a few legendaries and theyve been purple or exotic items. Seems cryptarch level doesnt affect it much besides having a chance to get purples or better in the mail when you level him up. But alas enough casuals have complained that Bungie is going to hold our hands and make sure we get purples from our purple engrams.. hopefully it doesnt totally mess up the drops for people at the actual end game. If we could get more people to complain about the lack of variety for land and space vehicles, that would be great.
