I think blaming this problem on racism is incorrect and irresponsible. what would explain, then, the high percentage of Asian and Russian students, who come from non English speaking homes in these schools, if the tests were unfair. I feel the problem lies much deeper; in the lack of resources, teaching and training and motivation for lower income schools and students,at the earliest levels, and lack of equipping methods for the underprivileged to raise their game to the higher level rather than lower the bar to make it more accessible, where everyone suffers and the prestige and sense of accomplishment is lowered.
