I unfortunately cant attend todays debate on puppy and kitten welfare due to other commitments - but I strongly welcome the fact that some animal welfare groups have highlighted very serious concerns regarding the regulation of the sale of puppies and kittens. I have heard from many constituents about this issue and have come across some real horror cases locally - v tragic for the animals and their owners. Animals should not be treated as an ordinary commodity to be bought and sold without due consideration for their welfare and future health. There are many responsible breeders and pet shops but sadly a number who do not act in the best interests of their animals. It is important that all breeders follow the high animal welfare standards enshrined in the Animal Welfare Act 2006 and that these are properly enforced. Young pets in my view should only be sold with the mother present. Local authorities already have the discretion over whether to grant licenses and ensure that animals are provided with suitable accommodation and I want to ensure that this is properly enforced. I think we also need to take a closer look at the buying and selling of dogs and cats in all licensed breeding establishments - not just in pet shops. This means looking at the Welsh Labour Governments approach, which includes for example legislative proposals to reform and regulate the breeding practices of dogs. The UK Government have recently confirmed, however, that they do not plan to review existing laws relating to dog breeding and puppy farming. I hope that the Government will now think again and listen to the concerns about animal welfare standards that are raised by this important campaign, and I will be looking closely at what the government response was in the debate today.
