I was Forewoman of the St Louis County Grand Jury. I agree that the iffy cases are presented by the Prosecutors during the first month when the Jurors are green. Evidence is often slanted. One Prosecutor told us to just do what we say. I also discovered that the Prosecutors have little oversight and Mr McCullough is a mighty powerful guy...and in one case at the end of our term we voted No True Bill and the Prosecutor asked me to stay after the session ended and asked why we did not vote a True Bill. He then told me he would present the case to the next Grand Jury. I called the Judge who oversaw us and asked if the Prosecutors could keep presenting a case to different Grand Jurys until they got a True Bill (indictment) and also if a Judge dismissed a case during a Preliminary Hearing, could the Prosecutors then present the case to the next Grand Jury, The answer was Yes. The Prosecutors have the power to do whatever they want. In my opinion, Mr McCullough should have recused himself from the Michael Brown case since many citizens will feel, rightly so, that it is not a fair proceeding. I also wish to make it clear that the Defense is never present and NO Witnesses Attorneys are permitted in the Grand Jury room.
