I went through something similar when my birth certificate was deemed useless for federal (Canadian) purposes. The place I was born, at the time, basically left birth certificates up to the Church, and there was so much fraud and simple incompetence that they no longer met international standards as a base document. I didnt find out until I applied for a new passport about 15 years ago. Having lived in the USA as well, I know how easy it has been to get a license in some places - and once you have one, its considered gold as ID for some reason. I can understand the Feds wanting a modern standard in place, and I can also understand the pain the people of Arizona will go through. Maybe an Arizona state legislator will have to be turned down for a Porsche rental in Stuttgart before they get on the ball.
