I worked on patrol hydrofoils for the US Navy at Boeing in the early 80s producing 5 units that were quite revolutionary for their time but could not find a niche because then the Navy was based on large fleet ships. Now the evolution of foil borne naval warfare has de evolved back to that concept but with some interesting twists. All critical systems for guidance and propulsion are under the water in the foil bulb at the end of the foil safe from enemy fire and the risk of a heat signature. This includes the exhaust that is vented directly out the back of the turbine under the surface of the water. Scale this pup up or down for the mission and duration you might have something here.
