I would like to bring to light a recent heinous act of crime committed at Lok Nayak Hospital On 18th September at around 10.30 – 11 pm. A female doctor in the gynaecology emergency was physically assaulted and abused and her clothes were torn; she was threatened with abduction, molestation and physical harm. No police action was taken and no action from hospital authorities was taken Details: A patient with pre-term spurious labor pains (an innocuous condition) came. She was immediately assessed. Meanwhile, a sick patient requiring immediate attention came, she was shifted immediately to Labor room. One of the doctors was returning after shifting the patient, was physically assaulted and manhandled at Gynecology casualty by the first patient’s relatives alleging delay in her care. Her clothes were torn and she was threatened with rape and abduction. Soon, a mob of relatives collected at Gynecology emergency and threatened to rape and physically harm the doctors on duty. The Casualty Medical Officer-in-charge was informed immediately but turned up 1 hour later. Police came but just witnessed the proceedings standing there lifeless. When asked, they advised to dial 100 number for help. On dialing 100, 6-7 police officials came but just stood there and didn’t even touch the perpetrators of the crime while the mob of 50-60 people collected and shouted their threats. They even entered inside the Casualty rooms where gynecological examination of certain female patients was being performed. When the CMO-in charge came, he refused to take any action. Medical Superintendent of the hospital, Dr. Richa Diwan was repeatedly called but she refused to come. The resident doctors from other departments of the hospital got collected and helped the situation. But, police let and even assisted the mob and perpetrators of the crime go free. A strike was called at 1:00 am. Despite repeated calling, the medical superintendent did not come for 12 hours after the incident. After she came, she called a meeting of local DCP, security in-charge of the hospital and ‘discussed’ filing an institutional FIR. FIR was not filed until 3 pm on 19th September. However, police has still not arrested the perpetrators of the crime. We have witnessed a slew of similar incidents at Lok Nayak Hospital in recent past, however, working conditions and security arrangements have seen no improvement. Our Medical Superintendent reassures us every time but does not take any action. We demand the immediate arrest of all three accused, with identification. We also demand the up-gradation of security in the hospital, installation of new CCTV cameras, suspension of all 6 policemen who were on duty and suspension of the CMO on duty. We also want the M.S. and the consultant security in-charge of the hospital to take moral responsibility for this incident. They should also give a public apology for their failure to prevent such incidents repeatedly, and not fulfilling our demands of the last meeting. Till then, We the resident doctors of Lok Nayak Hospital and associated hospitals are on strike. All the hospital services are running with consultants taking charge of their respective departments
