No ambivalence here. Modi knows and he has rapport with Putin and Xi Jinping. So, what do we expect from Modi-Putin meet? 1. Energy deals: Gas and oil. Already known. May be many business partnerships and joint ventures. 2. Nuclear deal: Not openly discussed. Expect Nuclear Power Plants [NPP] from Russia. This will help the Russian economy and strengthen India’s generation capacity. The flip side is that not one NPP, EVER, ANYWHERE, has been completed in time. Time and cost overrun is normal for uranium based NPPs. Modi is pro-NPP and so is Putin. India is desperately short of electricity. Expect big ticket collaborations. 3. Agriculture and food exports: This will happen but with a rider. Putin most certainly is going to raise the question of Genetically Engineered food crops. Some Indian Ministers will be in hot soup if Putin raises this question. 4. Military alliance: It is already there. Please read between the lines of the 1971 Indo-Russian ‘Peace Treaty’ just one line. It goes something like this: In case one of the contracting parties is threatened.....the other party shall [What?].............!!!!! 5. Russia may offer to modernise and upgrade India’s 36 ordnance factories as required. Basic military hardware is produced here. From boots to helmets to parachutes and everything in-between. Lot of consulting income for Russian experts. And sale of hardware. Expect major expansion here. 6. Access to more Naval ports for Russian ships. [Hope this sort of facility is extended to China] What I would like to see 7. Invigorate the Russian Centres in India. The one I am familiar with is the Delhi Centre. I have spoken there many times but it needs to be refurbished. The staff need to be smarter. Russia should post Hindi-English-Russian speaking Russians to enable them to interact with experts and common people. Need for more socio-cultural activities. Russia can take the initiative of encouraging discussions on BRICS, CSTO, SCO, APEC and other multilateral fora; at the moment there is no discussion in Delhi. Russia should promote pro-Russia thinkers and pro-actively demote [not invite] pro-West thinkers. This is vital. Connect with kids: Set up a mechanism for promoting Russian history, literature, languages, science and technology at school level. Groups of English and Hindi speaking Russian university students should be sent to schools in the 53 metropolitan areas to interact with young children. [This is what John Kennedy’s Peace Corps did in the early 1960s] 9. Connect with honest Agricultural scientists: Food is a basic necessity. America [USA] has destroyed its food system. The US-Administration has bribed Indian scientists to tow the Western line of Ag-science and food production. Russia-China and India need to correct the anomaly. Rogues like Dr MS Swaminathan, a Rockefeller stooge, and his stooges in the Ministry of Agriculture should be barred in Russia and Russia sponsored scientific conferences. We need a common forum on food and nutrition headed by honest scientists from Russia and India. Between Russia, India and China we have 388 million hectares of good agricultural land. These lands can be developed to produce nutrition-dense foods for the world. It is easy to produce 35 to 50 tonnes of food from these lands perennially. Companies in these countries can’t be trusted for quality food and nutrition density. It is for the BRICS and associated nations to provide good food and beware of US imposed Genetically Modified foods. Putin MUST stress that GM foods are not allowed and that will sort out the corrupt scientists in India’s corrupt and pro-West Agricultural establishment. 10. Energy security: Let me introduce the issue of abiotic oil. The Abiotic oil theory is also known as Ukrainian-Russian theory of origin of oil and gas. I wrote an article on this. The Russian-Ukrainian abiotic theory correctly explains the origin of oil, gas, and coal. The theory was revolutionary in that oil and gas could be found almost anywhere on the planet. During World War II Stalin realized that American, British, and French were not going to allow the Russians to operate either in West Asia or in the petroleum producing areas of Africa, Indonesia, Burma, Malaysia, or anywhere in Latin America.
