INLD News 2nd September 2013 Chandigarh, 2 September: The Hooda Govt. yet again proved its disregard to the rules by appointing Dr. G.S. Jakhar , Chief Coordinator ( Joint Director) to the post of Officer on Special Duty (OSD) in the department of Animal Husbandry and Dairying and now also trying to give him additional charge of Director General, Animal hasbandry department. This Process of recreation/ Revival of the OSD post was initiated by Principal Secretary to Govt. Haryana, Animal Husbandry Deptt. (PSAH) on 19 may, 13. Thereafter this proposal was rejected by Finance Deptt. On 18 June, 13. INLD State President Shri Ashok Arora severely condemned Hooda Government’s move to victimise senior officers just for political reasons. After this, Sh. P.K.Das , IAS, the then, Principal Secretary to Govt. Haryana, Animal Husbandry Deptt, again sent the proposal to create/ revive the post of OSD, to the Finance Deptt under political pressure on 8 July, 13, the Finance Deptt. gave its approval to the post on 9 July, 13. Amazingly the process was completed in a single day. Thereafter ,this post of OSD was supposed to be included under Haryana Veterinary Service rules ( Group A) but this process was not accomplished till day which makes any appointment to the this post illegal and unsustainable in law. Dr. G.S. Jakhar , was appointed as SDO in the Animal Husbandry Deptt. on 8 Oct, 2003. Subsequently he was selected by HPSC as Chief Coordinator (Joint Director) in Feb, 2009 being closed to CM’s family. This appointment has been under challenge in CWP no. 540/2008 and CWP 2968/2011. The CWP no. 2968 contends that the PhD degree and experience certificate submitted by Dr. Jakhar was an act of fraud. In CWP 540/2008, the seniority of Dr. Jakhar stand challenged w.r.t. to four other Deputy Director. Reasons for favouring Dr. Jakhar is not any merit but the sole political linkage with the higher ups of the Govt. Dr. GS Jakhar’s wife belongs to CM’s native village, Sanghi (Kiloi) in Rohtak District. Interestingly , the promotion of Dr. Jakhar to the post of OSD was initiated by the office of PSAH on 30.08.2013 strictly on the advise of CM office within hours and thereafter the formal order were issued on the same day. Such a neck braking speed is only followed in case of emergencies. Direcetor General of Animal husbandary department Dr. KS Dangi (relative of CM Hooda) was retired on 31 Aug, 2012 and re-employed on DG post for one year. Now he retired on 31 Aug, 2013 and DG’s additional charge is also likely to be given Dr. GS Jakhar being close to CM’s family. Not only this Dr. KS Dangi is also trying to got the post of chairman, Haryna live stock development board so that he can further victimise Dr. Virender Singh. The emergency was that , Dr. Virender Singh, Director Animal Husbandry has been deputed to the post of Managing Director , HLDB although he was to be promoted to the post of Director General way back on 1 Sept, 2012. The Haryana Govt. sole aim is to victimize Dr. Virender Singh and to stall his legitimate rights by hook or by crook. Dr. Virender Singh happens to be real son in law of leader of opposition in present assembly , Ch. Om Parkash Chautala.
