Idle Ministers Create Tension for President By moisa sallu keikura the managing director of the future newspaper It is an open secret that the President of the Republic of Sierra Leone, Ernest Bai Koroma is under immense but unnecessary stress in ensuring stability and development in the country. He hardly rests nor sleeps because he is always overburdened by serious and unserious jobs in his desperation to move the country to higher heights. However, the energy and enthusiasm being demonstrated by President Koroma is being misconstrued by sections of the citizenry. Instead of sympathizing with the President for keeping him awake and alert like a hungry lion seeking prey in the forest, the President is being commended for being so energetic, youthful and vigilante. But for how long will this energy last? The fact remains however that President Ernest Bai Koroma’s stress is not emanating from his job description as the President of the Republic of Sierra Leone but from the idle team he surrounds himself with, especially cabinet ministers. It is clear to see that most of the work being done by the President does not necessarily fall under his job description as a President. President Koroma finds himself doing even the ‘dirty government jobs’ that are supposed to be done by the ministers and their deputies because his team is proving to be lazy, ineffective, unpatriotic, selfish, comic, unprofessional and irresponsible. A government is not operated by a single individual as is largely being the case right now in Sierra Leone. The concept of devolution of functions is the way to run a government with every issue or job having an institution or individuals to execute it. This is why the President is at liberty to appoint as many ministers or lieutenants as the consolidated fund can pay to assist him in professionally and effectively running state affairs. For instance, the President appoints the Minister of Health to take care of issues relating to the health of the citizens; the Minister of Children’s Affair is appointed to oversee the affairs of children in the country; the Minister of Energy is responsible to provide electricity and other energy related facilities for the citizens. In fact, the President went to the extent of appointing at least three ministers in some ministries so as to reduce his burden. Notwithstanding the fact that President Ernest Bai Koroma has appointed dozens of ministers and deputies to assist him to effectively administer the state, the progress of the State still solely depend on the direct administration of the President.
