If Cheneys orders were to shoot it down, it would have been shot down. Andrews Air Force Base is 12 miles from the Pentagon and is equipped with fighter planes. Their mandate is to protect D.C. airspace. They stood down and let the highjacked commercial airline (if that is what it was) hit the Pentagon. The plane performed a nearly impossible (for a novice pilot) flight path into the recently reinforced section of the pentagon that housed the accounting department who were tracing the missing $2.3 Trillion. The evidence relating to the missing money was destroyed.
