If monitoring systems detect a repetitive violation (notwithstanding that the fellow is either ignorant or habitual) is it right to expect the authorities to step in, in time, to reprimand him and stop the offender or is it acceptable for them keep recording those infringements and then slap him with a debilitating monetary penalty with hundreds of accumulated offenses at the year-end? Does law enforcement really intend to restrict crimes or are they essentially money making set-ups preying on common everyday excesses that are rarely fatal? (DGN 06 Jun 2013 Fuj 1100 hrs)
