If we are going to have governance indicators in the post 2015 MDGs, lets make sure we focus on crucial state capability gaps in developing countries. These gaps manifest in key metrics, like the unbelievably high levels of road deaths in poorer countries, and the low levels of birth registration and civil registration. Governments have authority to ensure people are safe on the roads, and registered to access justice and services and participate in the formal economy.
