If we tied welfare payments to getting your kids to school every single day and seeing to it that they complete their homework timely, we might not have elementary school black children with the HIGHEST truancy rate, even higher than that of homeless children. Early elementary school is when kids learn to read. If they miss 10% or more of schooldays, they probably wont learn to read very well. Why should the teachers salary be linked to kids performance on standardized tests when the parents dont have enough interest in their childrens welfare to send them to school?
