Having recently received similar correspondence I contacted the Commission’s Directorate-General for Enterprise and Industry (Unit for Sustainable Mobility and Automotive Industry), which provided a response on the question of space for wheelchairs on buses: Until recently, the use of wheelchairs on buses was covered by Directive 2001/85/EC. eur-lex.europa.eu/legal-content/EN/TXT/PDF/… This directive was repealed, however, from 1/11/2014, by Regulation (EC) No 661/2009 and replaced by a reference to Regulation 107 of the United Nations (similar requirements, but more updated) which states that pushchairs may also use the place dedicated to the wheelchair user, but the wheelchair user always has priority. unece.org/…/ma…/wp29/wp29regs/updates/R107r6e.pdf Extract: 5.2. Vehicles of Class I (buses) shall be accessible for people with reduced mobility, including at least one wheelchair user and one pram or unfolded pushchair according to the technical provisions laid down in Annex 8. In rigid vehicles of Class I the area for the accommodation of a wheelchair may be combined with the area for the accommodation of an unfolded pushchair or pram. In such a case, the area shall have signs fixed on or adjacent to the area with the following text, equivalent text or pictogram: Please give up this space for a wheelchair user.
