Improvement in Security in Afghanistan? How would I handle it? To start with; this is how I would handle it. Doesnt have to be perfect but it has to be out of the box and have a technology perspective to it. The reason we arent secure today originates from 2 sources. I) The external individual/groups that believe Afghanistans security is against their advantages or values. II) The internal not-so-happy people due to any reason including, the international involvement in Afghanistan, the poverty, joblessness, misleaded religiously, non-educated to being bored. If I was able to take rapid decision on how to fix; I would do the below 2 things: 1 - Identify them: A person has to be linked with an Alphanumeric ID that is put on a system that cant make any error and cant be tempered with unless authorized and the authorized is also being audited by someone else and so on. That is the (eNID) to start with; followed by many improvements. Borders dont accept face and accent but a touch of your ID. How to Implement: The infrastructure is there from MoCIT/MoI and is ready to roll. We all thought this shouldve been done soon but then we are quite naive to think about our ethnicity that could lead to deaths. However, Let the implementation begin as soon as possible. Since, the implementation is done it will not cost a lot. Result: A foreigner who goes to get an Afghan visa is less-likely to come for a suicide attack through borders with access control. This limits the number of fake paper based accent speaking terrorist to get in to Afghanistan for any terrorist attack. 2 - Jail them big time: Last time I heard of a crime done by someone in UAE and a petition of more than 100 thousand was signed online to plea to the government of UAE to let them out and the reaction was Nah! and it wasnt a murder. However, I personally am afraid of even making a complaint against my stolen laptop because I will be called many times by the Hawza and they will start bothering me instead of getting my laptop back. There has to be great judiciary reforms to catch the person buying pistols before they go and kill someone by it. This applies to the taliban that have been jailed many times and let go. How to Implement: Get the media involved; gives them good content for TV and peoples voices gets heard. Additionally, You need proper phone/online lines for complains, one stop shops in Judiciary centers and police stations, standard jail-sentences, on-jail some sort of skills training (TVET) and so on. Result: Criminals are jailed at a lower level given proper punishment and prevented from doing terrorism of bigger scale. These are the two things I would do (I have been contributing by some capacity) for the security of the country. What do you think and whats on your top 2 radar for our Homeland Security?
