In 2008, an immigration bill was passed by the House and the Senate, and signed into law by President G.W. Bush. To summarize as briefly as possible, it dealt with minors coming into the U.S. from countries that ARE NOT ADJACENT to the U.S. (Im assuming that eliminated Mexican minor immigrants.) According to this law, passed BEFORE Obama was elected President, unaccompanied minors had to be turned over to DHS (or whatever serves as such), placed in the safest environment, appointed legal representation, and sheltered until family living here, or foster parents could be found. Then, if they were to be returned home, it would have to be done safely for the childs sake. In other words, this federal immigration law basically says that UNACCOMPANIED MINOR IMMIGRANTS BECOME WARDS OF THE U.S. GOVERNMENT. Obama is right...he needs for the Congress to work with him on immigration reform. This 2008 law which is allowing an influx of all these children had nothing to do with the Dream Act which allowed young people who had lived here since 2007 to stay. Most of the Dream Kids were very small when brought here...but they had been here for years and they were allowed to stay.
