In Kenya, tribalism in government institutions is defined by the person at the top. Take for example a parastatal with 4,200 workers. Each of the 42 tribes should, ideally, have 100 employees in it, if the size of any tribe is disregarded. If you reduce the number Kikuyu employees from 100 to 10 and then hire a Kikuyu as the CEO, that becomes tribalism and the company is listed as one controlled by Mt Kenya.
