In Maila, Salmaan uses the circus as a metaphor for the corrupt Pakistan government and its ministers. Photographed in black and white he portrays the manipulation of culture by Pakistan elites from mullahs, Mogul kings and movie producers for their personal gain. These Pakistan elites exploit ordinary people and violently suppress their struggles for political and economic freedom. The Mullahs religious sham is personified in a clown they put on TV, after the secular government has been overthrown with the aid of the US, and replaced by an Islamic regime. Salmaan predicts a revolt by the people that eventually will decapitate these corrupt elites.
