In My Government, I will design the budget in the sense that each financial year, we will focus on a particualr sector and ensure that impact is created instead of splashing the money everywhere with no impact. On Agriculture, I will scrap NAADS and ensure that District production officers have the resources required to provide extention services and the then the remaining funds we will purcahse tractors and hand them over to Cooperatives that will be vital in production and marketing of produce. I will also encourage regional agro based industries and put in place a fund that will enable cooperatives to buy the required machines. The following financial year, I will invest in rural roads so that farmers are able to transport produce to regional centres and markets. I will prefer solar energy to light up villages and save people from intoxication by paraffin lamps, Uganda has throughout the year adequate sunshine to provide the required energy. Hydro power will only be limited to rural industralisation-Its useless to extend expensive power to villagers who can not afford. Next I will deal with the health sector.
