The report details the excessive numbers of tests and services that are done (up to 30% more than necessary according to the CBO), the pushing of new and trendy treatments and machines that cost more (even if no better than the previous, cheaper ones), and the way drug companies can charge whatever the market will bear for treatments when they own a patent (and theres nothing anyone can do to change that).
