In an average the total salary in education sector paid by the government including that of TU exceeds 70 percent of total education budget. In particular more than 90 percent of the allocation of budget in individual schools is consumed by salary only. This indicates that MOE has little money left for capital expenditure whereas the same is almost nil in schools. In this context the present education budget of 86.03 billion is just like a metaphor dekhnaa daal khaanaa kaal.
