It is an inter-generational legalized system of corruption that our generation should refuse to inherit. The statement of President Noynoy Aquino announcing that it is high time to “abolish the PDAF” leaves citizens like us optimistic yet critical. The fight for transparency, accountability and good governance entails the abolition of the “pork barrel”, a lump-sum budget that is oftentimes used as a tool for corruption and patronage politics. Named Countrywide Development Fund during the first Aquino’s presidency, to Congressional Initiative Allocations in Ramos’ and renamed to PDAF in 2001, the citizens must be vigilant in killing the “pork barrel” in all its forms. We, youth groups and individuals from different parts of the country, are one with the nation in calling for the following: 1. The abolition of the PDAF immediately and without conditions; 2. The vigilance and sincerity of the President by ensuring that the PDAF is not resurrected in another form; 3. The passage of the People’s Freedom of Information Bill and other progressive fiscal reforms that will strengthen accountability mechanisms and citizens’ participation in the budget process; 4. An end to impunity through the full investigation and eventual conviction of all those involved in the misuse of public funds; and 5. Courtesy resignation of the Fat Five (Senators Juan Ponce Enrile, Bong Revilla, Bongbong Marcos, Jinggoy Estrada and Gringo Honasan) and all government officials most involved in the Napoles scam to restore integrity in government institutions. We commit ourselves to continue the engagement with our fellow young people towards meaningful participation in budget reform advocacy against and beyond the pork barrel.
