In recognition of the need for genuine citizens participation in the legislative process in the country, the Office of Q.C. 5th District Rep. Alfredo D. Vargas III and the Diocese of Novaliches launched a strategic partnership project dubbed as Lehislatibong Ugnayan ng Kongreso at mga Simbahan (LUKAS) with the theme, Ugnayan tungo sa Partisipasyon, Kapayapaan at Kaunlaran, last May 2014. Several clusters representing various sectors were formed to discuss pressing social issues in the district and subsequently formulating policy recommendations. Sector representatives consist of Education, Livelihood, Labor, Public Health, Youth & Children, Filipino Family, PWDs, Land & Housing, Peace & Order, & Senior Citizens. They will present their proposals and policy recommendations to the City and District Officials in a Policy Summit on September 1, 2014. It will be attended by Most. Rev. Antonio Tobias- Bishop of Novaliches, Rev. Fr. Tony Labiao, Q.C. Vice Mayor Joy Belmonte, Hon. Alfred Vargas, city and district officials and cluster representatives. The summit will serve as culmination of the first round of LUKAS implementation. It is the objective of LUKAS to foster unity and awareness in relation to our societal goals. It aims to empower the citizens in their participationin the formulation of laws and programs responsive to the people’s needs.
