In the absence of progress in this area, Ukraine could provide the Russian Federation proposals on the improvement and optimization of its government and political system, such as a plan konfederalizatsiyi Russian state with the introduction of 5-10 national languages and national quotas in major organs government that would clearly reflect the interests of all major national and linguistic communities of society. Ministry of Foreign Affairs of Ukraine believes that such a step will be closer to the Russian Federation to the civilized model of democracy, human rights and respect for minority rights.
