In the legislature minutes of Nov 18 2013 page 9, David Rich from TPVA is discussing the contract with ATS. Am I reading this correctly, the contract with ATS was negotiated and agreed upon on by David Rich and Judge Marks? Looking at the legislative minutes of April 17 2014, page 6, Leg. Abrahams talks about a survey that was done by ATS. I am not always the sharpest knife in the drawer but am I reading that ATS did a survey, presented it to Judge Marks in the TPVA and he was the the sole decision maker on approving this? That he and Dave Rich sold it to the legislature? Am I incorrect to think something stinks here, additionally it appears this was a no bid contract. I dont recall what law give the authority to a TPVA to authorize contracts or allows a retired judge to delegate law enforcement duties to private citizens in Arizona. I think all along we have been blaming Ed Mangano and the legislature but I think the real culprit is the person who allowed ATS to come in and do a survey, authorized the contract with ATS and sold it to the legislature is Judge Marks.
