In the mid 80s I began my job history working in defense manufacturing. We learned terms like Paradigm Shift, were schooled on ideologies like Total Quality Management and Continuous Process Improvement. When CONTRA COSTA ANIMAL SERVICES and their supporters attempt to discount the paradigm shift that a No Kill model represents, they are saying theyre comfortable operating in their old paradigm, they are unwilling to move towards Total Quality Management and they certainly arent working with a Continuous Process Improvement mindset. When a new way is tried and proves successful, it could be said to be a one off. But when the same thing is done, over and over and over again, replicating those same results it no longer is coincidence. Its a successful model that works, if you work the model.
