In India, its another year and another battle for compliance with the National Biofuels Mandate, which has been in existence in various forms . But this year is different. Its the year of getting tough. Both the Central Government and biofuels activists are taking their protests to the courts. Prime Minister Manmohan Singh announced that the National Biofuels Mandate will be obligatory for all government-owned oil marketing companies, and warned that the Central Government will prosecute all noncompliance Most of Indias major oil companies are majority-owned by the Central Government, but they are also global players in the oil industry and several are in the Fortune 500 or Fortune Global 500. In some cases this has been beneficial, giving companies like Indian Oil and Bharat Petroleum a leg up in biofuels research and development. But Union Minister for New and Renewable Energy Farooq Abdullah said that he was sad that none of the oil companies in the country had voluntarily embarked on the ethanol-blended petrol program, even after being advised to do so by the national government in 2006, and that the Prime Minister had consequently been forced to take a strong decision to make the program mandatory for the oil marketing companies.
