Interesting story in todays Chicago Tribune highlighting one aspect of the transportation funding debate. Traditionally, road, highway and bridge projects have been funded primarily through the gas tax. But, as the story notes, vehicle miles driven per capita on Illinois roads has fallen 6.5 percent since its peak in 2004 and that those who are driving are using less gasoline thanks to higher efficiency vehicles, including hybrids and electrics.
