Intersting claim here by Secretary Coloma on the distinction between the DAP and PDAF on the extent legislators were involved. Thats not what I read weeks ago so I wonder if he is factually correct. We will know soon enough. According to Coloma: In the DAP, he said the legislators’ “involvement was on the aspect of nominating or identifying projects that are amenable to disbursement acceleration.” In the PDAF, Coloma said, they not only “identified” projects but also had “specific involvement in the ‘follow through’ of those projects.” Secretary Coloma also claimed that 75% of online reactions to the Presidents speech was positive. I guess he lives in a different cyber universe than most of us. What do you think?
