Is Cruz eligible to run for President since he was born in Canada? The answer is that unquestionably yes he is, should he choose to. Cruz was born to a citizen mother and was under U.S. legal jurisdiction at the time of birth. Because Cruz was recognized as a full citizen at the time of birth, he is a natural born citizen. Only those who go through a naturalization process to become a citizen are not natural born. You can get into semantic arguments about what or how Vattel and Blackstone defined the term natural born citizen, but both were inconsistent and explained it in different manners, at times endorsing jus solis, and at other times endorsing jus sanguinus, and in some cases allowing only the fathers citizenship to be the deciding factor. It is intellectually untenable to suggest that it is consistent with our current Constitution, or conservative principles, to suggest that somehow a mothers citizenship cannot be passed onto a child. It is wholly irrelevant how either Vattel or Blackstone defined the term, especially considering they were merely developing the concept and their own arguments were not internally consistent or fully formed. Cruz is eligible and a plethora of very long legal analyses, like those from the CRS, have been conducted and upheld this accurate understanding of what confers natural born status upon citizens. So to pregnant mothers, you are free to go on vacation and not worry that your child will be somehow less of a citizen simply because your child decides he/she wants to enter the world earlier than expected. This is especially relevant since the whole purpose of that clause was to prevent rich wealthy aristocrat foreigners from coming to the U.S. and buying their way into power.
