Is this not discrimination by Rural Development Department Between Tribal and Non Tribal Wage workers? I lives in a village called “Achiyyapeta” and it is part of “Sundarya peta” Panchayeth (GP) of Anakapalli Mandal (Visakapatnam District). We the GP people are blessed with a big hill locally known as “ Karrolla Konda”. We the Sundarayyapeta GP people share this hill with other neighboring GP villages. The hill slope towards North belongs to Venkupalem village. The trench works was created to give employment for Venkupalem wage workers and the estimation was generated using hard soil category and work ID is 030323314014020427. After one or two weeks the Wage workers refused to work because the soil is very hard – the works was given near to the hill (see – Google Image -1 and 2). The FA was worried and asked advice from TA and EC. A new estimation was prepared for the work with new ID number using rock soil category and work ID number 030323314014010537. The voice of rural wage workers was heard. Google Image – 1 and 2 The Google image – 1 shows that the trench work was done in the slope of the hill. What about Tribal people? All the 11 Mandals of Visakha tribal area (Paderu ITDA) are situated in Eastern Ghats (Hills). To reach any plain area destination from any of these mandal headquarters, one should travel at least 20 to 25 Km on the ghat road. Almost all the state level officers of RD / EGS visited our tribal area and know this fact. What is the category of soil they are using while preparing work estimations? Hard soil (not Rock Soil). One should observe here that the amount of work to be done under Hard Soil category is more than the amount of work to be done under Rock Soil Category. Tribal wage workers are burning more calories than non tribal plain workers to get the same wage. Is this not discrimination by RD on tribal people? Hill and Hill top villages This phrase “Hill and Hill top villages” was not invented by me. It is mentioned in a government order. G.O.Ms . No 139, Dt 28-04-10. Finance (TA) Dept to compute “Agency – Tribal area – Allowance” to government officers. When a tribal village is situated near to hill or on hill top why don’t we give rock soil category to all those villages? Google Image – 3 The 3 Google image shows us the some of the habitations in Solabham Panchayath of G.Madugula – tribal agency – Mandal of Visakhapatnam distract. One can see the range of mountains. In one village i.e. “Thasaribayalu” Mr. Murali Akunuri, the then Director visited on 13-05-2011 and addressed the tribal. Present Director too visited (on 18-01-2013) “G. Kothuru” village of Gemmeli GP of same Mandal and addressed the tribal people. What more evidence one can put before to convince them about the soil?
