It is a fundamental duty of the government to make safe drinking water accessible to all citizens of the state. The government has affirmed its intentions from time to time and formulated many schemes and programs for supplying drinking water. However the objective set by the government is yet to be achieved due to poor implementation of schemes and lack of proper monitoring and maintenance. Not only rural areas but in urban areas too, scarcity of drinking water- and in many places contaminated water has posed enormous health hazards. Recently Jaundice menacingly took many areas under its grip in Sambalpur and elsewhere in the state which only could be attributed to contaminated water. In Rourkela,too many fringe areas in the city and slum areas under jurisdiction of Rourkela steel plant have no access to pipe water supply about which I have communicated to the union steel minister and RSP authorities. These are just few pockets out of thousands in the state which are deprived of the minimum amenity of safe drinking water. In KBK districts, majority of rural water supply projects have not been completed and those completed are non functional in most cases. The state government appears enthusiastic at the policy conception stage and at the preliminary states of execution, but it fizzles out as the projects roll out further. There must be coordination between various departments of the government to ensure that water supply projects are completed in time and maintained properly. Strict supervision as well as accountability fixation for failure and non performance should be part of the standard operating procedure of the government and cases of willful negligence should be dealt with seriously.
