It is a very wonderful review meeting of the 3rd MoS monitoring Committee for implementations today the 20th/October/2014 at North Block, MHA, New Delhi. The meeting was presided by Mr. Shambhusing, Joint Secy. i/c NE, MHA. and attended by others dignitaries like Kang Jang Terang MAC, KAAC, Mr. Horensing Bey, MAC, KAAC, Mr. Joel Gorlosa, Mr. Dilip Nunisa, Mr. Niranjan Hojai, Director i/c North East, Secy. Finance Govt. of India, Secy. Planning Govt of India, Secy. Ministry Of Road and Highways, Govt of India, Secy. (Central University) -Ministry Of Human Resource Development. Govt of India, Home Commissioner Govt. Assam, ADGP. Special Branch, Assam Police, Commissioner Hills Areas Department, Principal Secy. KAAC, Senior Finance Officer KAAC and other agencies involved. The MHA had deliberated and made the house very clearly that, the govt. of India is committed to fully implement the MoS in latter and spirit and shall not be leaving any stone unturned. It had warned the state govt. not to delay in submitting or forwarding the proposal of the council to the Central govt. at and shall not be tolerated. Suitable amendment of the sixth schedule will be taken care off in the coming Winter Session of the Parliament 2014. Keeping in mind..without diluting or altercating existing power and functions of the sixth schedule. Panchayati Raj in sixth schedule shall not be affected. The sixth schedule shall be legalised for the functioning of the Village Council under the KAAC/KAATC so as to provide smooth flow of fund from the Planning commission. Nominated MACs shall not have the voting rights and shall not enjoy the same powers/status enjoyed by the elected members of the district councils on the line of the Parliament and taking into the account of the Supreme Court and High Court judgement of the Lai and Mara Autonomous Council. The nominated members of the Village Councils shall also apply the same in the case of voting rights and shall not enjoy the same status/powers as enjoyed by the elected members. Recruitment of cadars into the arms forces will be initiated at the earliest possible time and a state level committee will be constituted to look in to the withdrawal of cases of the leaders and cadars of the then UPDS and both the DHD factions. Beside there are many more issues which had been discuss threadbare and resolved in the interest of the people of Karbi Anglong.
