It is illegal to distill, brew and consume Waragi without a licence under Ugandas Enguli (Manufacture & Licencing) Act Cap. 86 but some of these policemen wont stop consuming this crude thing early Monday Morning! And the irony is securing police bond in circumstances where counsel, legal assistant and client are sobber, but half of the policemen at the station are not! Its too much to ask them to be enforcers of mini skirts and gays. There is a side of legal humour and satire that is not well captured in Ugandas media and entertainment industry!
