It may seem like just a joke, but a picture implying that a wheelchair user is faking their Disability can bring out a lot of hate vitriol and accusations. Takei did eventually post an apology on his page, after which his fans all commented about his freedom of speech and how he shouldnt have to apologize but was so great to do so anyway. There were even comments from wheelchair users who dont always need their wheelchair claiming that they took the picture the way it was intended as a joke. Maybe they should give the memo to the dozens of people I saw commenting the first time I saw the picture, complaining about how disgusting the person in the photo was to be scamming the system like that, relating every time they had ever seen someone who was obviously faking, and complaining about welfare and entitlement programs. Cause I dont think they got the joke. Sadly, while this may seem like a joke to some people, it can become very real to others.
