It was a long day at FEDCO committee got Orgaworld, followed by Council this afternoon, but I gained some big wins for the Civic Hospital neighbourhood in Kitchissippi! Council passed the Preston-Carling Secondary Plan, including the Public Realm Plan, an $84 million plan to transform the Preston-Carling area into a liveable, dynamic, transit-oriented mixed-use community. After many years of working together as a community, and through your community association and condominium boards, 6 key objectives were brought to my attention and were translated into motions to amend the plan at Council. I’m pleased to inform you this evening that 5 of the 6 were passed unanimously by Council, making them part of this important plan for Kitchissippi Ward. The successful motions are as follows: 1. To limit height at the northeast corner of Loretta Avenue/Hickory Street to 6 storeys, whereas planning staff were recommending 9 storeys. 2. That staff be directed to prioritize an area-wide traffic study of the Preston-Carling District Secondary Plan area once either 2,000 housing units or 1,000 jobs are added within the study area, using January 1, 2006 as a baseline measurement. 3. That staff be directed to confirm that Bayswater Avenue south of Gladstone Avenue, Champagne Avenue South, and Beech Street will remain classified as Local Roads in the Official Plan. 4. That when reviewing development applications staff be directed to seek to maximize usable and programmable green space and to ensure safe and convenient pedestrian and cycling pathways on properties municipally known as 870 Carling Avenue, currently owned by Public Works and Government Services Canada (Queen Juliana Park). 5. That staff be directed to explore options for expanding Ev Tremblay Park, including land acquisition and potential land swaps with adjacent development sites. With these successful changes, the plan will ensure more compatible development, and direction to staff to ensure that the community vision for the area will be heard. I am extremely thankful to the residents of the Civic Hospital neighbourhood as well as the committed members of the community association for working with me toward our success today at Council.
