Its a cold morning in Arusha as we talk about extractive industry governance in Eastern Africa. The discovery of oil in Uganda and the discovery of Gas in Tanzania and Mozambique have resulted into some "scramble" and partition of Eastern Africa with oil and mining companies rushing to explore oil and gas and other minerals in Uganda, Kenya, Tanzania, DRC, Ethiopia, Somalia, South Sudan, Rwanda and Burundi. How governments in these areas manage the resource will be important for democracy. Already the exploitation of resources in the region is showing signs of conflicts between countries for example Uganda and DRC over Rukwanzi Island, Uganda and S. Sudan, Uganda and Kenya over Migingo Island, Tanzania and Malawi over lake Malawi. There are also existing conflicts which are closely related to resources such as war in DRC, Somalia, Rwanda and recently Mozambique. The management of Natural resources specifically Oil and Gas plus minerals will determine whether we have peace in the region
