Its a strange question, and probably one, that wouldnt pass Municipal Affairs (Prov), or Elections Canadas litmus test :s If it had been up to me, my question would be, If Federal and Provincial Funding was secured, but less than 2/3 of the total approximate cost of $100 Million, with a debenture of approximately $20 Million, would you be in favour of building the Event Multiplex? The reasoning for the amounts included, is based on Council trying to reduce the cost, below $100 Million, to qualify for a Grant, however, it was said in the Council meeting 11/2 weeks ago, that there would be a shortfall, that will likely be a debenture... Now dont get me wrong...Council did have other options, besides a debenture, such as naming rights, but Im only using this as an example of what a Plebiscite question would/could be!
