Ive advocated this exact thing for years. Medical insurance is the responsibility of the individual, not their employer though it can be a benefit if the employer desires that the company pays a stipend towards the cost of individual insurance but Not be a perquisite for employers. It should be portable, sold to individuals, made of groups of like kind individuals, sold across state lines and non cancelable except when an entire group is terminated, for good cause and while a private enterprise, for profit endeavor, requirements that sufficient set asides (reserves) are always put aside to see that the plan does not go broke should be written into every plan overseen by state insurance commissioners with a reinsurance underwriting plan to provide double protection to everyone.
